Hub Administrator responsibility towards Load balancing #1211

As a Hub Administrator, I want to make sure that I put load balancer to redirect the traffic to the appropriate server, So that no server is too busy/free with the requests.

The current solution solution stack provides sufficient capacity to serve all Hub users
