Hello, assuming you're building with the in-repo cmake setup, zchunk is clearly being used only when the option is on. You're in the best position to investigate what's going on.

Can you run lddtree on the libdnf.so? In my case it shows that libzck.so is pulled as a dependency via librepo.so.

I think this issue can be closed, at least as of dnf 4.12 and librepo 1.14.2 (currently shipping in Amazon Linux 2023), it's certainly possible to build without zchunk for both librepo and dnf as we do not package libzck.so at all on AL2023. My suspicion on this issue is that librepo was bringing it in.
