Looks like rpm bug for show progress bar 50%

I found this issue when upgrade a package called omi:
Repro Steps:

1. install old version: rpm -i https://github.com/Microsoft/omi/releases/download/v1.4.2-2/omi-1.4.2-2.ssl_100.ulinux.x64.rpm

2. upgrade new omi version: rpm -Uvh https://github.com/Microsoft/omi/releases/download/v1.4.2-3/omi-1.4.2-3.ssl_100.ulinux.x64.rpm

It seems the issue only happen on ct7, rh7, ora7, suse12 and their rpm version are 4.11 .

There was bug in RHBZ about this not so long time ago, but I can't find it.

Definitely it is fixed in upstream.
