I found this issue when upgrade a package called omi: Repro Steps:
install old version: rpm -i https://github.com/Microsoft/omi/releases/download/v1.4.2-2/omi-1.4.2-2.ssl_100.ulinux.x64.rpm
upgrade new omi version: rpm -Uvh https://github.com/Microsoft/omi/releases/download/v1.4.2-3/omi-1.4.2-3.ssl_100.ulinux.x64.rpm
[root@jumping-cent7 jumping]# rpm -Uvh omi-1.4.3-1.ssl_100.ulinux.x64.withsymbols.rpm

Unconfiguring omid (systemd) service ...
