Require fedora-license-data and use the licensedb in that package

The fedora-license-data project is now finally live after 2+ years of
work.  That means the licensedb files in the rpminspect data packages
can start disappearing and the data packages start requiring
fedora-license-data (or a vendor-appropriate package with a
licensedb).  The format of the license database is still JSON.
