Add broker_setup frame type

Similar content as broker info, but only sent on connection. Add flags C (Connection), B (Broker Info). If C is set add Advertise list of connection information such as scheme (tcp, websocket, local, etc...), address type (host, ipv4, ipv6 , local name), address, port. (Maybe consider just uri?) If B is set, no separate BROKER_INFO is needed.
