Times in user logs do not appear to be the right time zone #1

for instance, game #56059 is shown here to be at 10:47 AM (PDT):

however, the game url shows a time of 17:47:15

I finished that particular game at 19:47 PM CDT, so it seems likely that the time in the game url is in PDT.

Given that 17:47 UTC is 10:47 PDT, I think the time is being parsed in as UTC, and then "converted" back to PDT for display.
