New semantic: if lightDelayMark is 0, it is set to the max queue size, effectively disabling the "light delay" functionality. Thanks to Yury Bushmelev to mentioning issues related to light delay mark and propsing the solution (which actually is what this commit does). closes rsyslog#1778
