The reason 10.5 was used is it has Vagrant pre-installed and allowed nested virtualization. This was necessary to boot up the environment for testing generated project make dev-env target, which bootstrap local development minikube cluster exposing generated FastaAPI application. From a quick glance at the original issue (actions/runner-images#5583) it seems that macos-12 runner will have Vagrant and nested virtualization enabled. So technically, the switch would be just updating the runner in the following files:
