This is the basic construction for (a) Layer 1: Did Method. and (b) partially implemented Credential store.

As initial goal,
(a) Public Did Registry, with resolver, and registrar function. Maybe, service endpoint as well.

(b) Credential store will never go to public chain. It should go to private chain of Issuer.
