Include version.rb, providing Git::VERSION

VERSION was previously defined in lib/git.rb. It was moved into lib/git/version.rb in commit a308cc9, but the file was not required.

I appreciate you cleaning up the file. I wonder if we should require passing Rubocop as part of our process to avoid your one line change including 7 other lines of changes just to remove blank space?
