Use test-sample task

I hope to rename test-sample to test-basic and change file locations.

see. https://bugs.ruby-lang.org/issues/11982

At first, it needs to use test-sample task instead of miniruby process.
After that, I will implement to test-basic and test-sample task only invoke test-basic internally.

Ah. test-sample hide stdout and stderr. I will solve at CRuby tasks using dummy file.

FYI:
chkbuild doesn't use "make test-sample" because the target is not exist in Ruby 1.8.
