This PR updates the bundled RBS to 2.8.2, the latest version.
It introduced
SkipTestmodule in RBS that allows skipping tests with external files. This is to avoid blocking CI because of RBS test failures, andtool/rbs_skip_testsis used to skip some of the skipped tests.
