bin/packs validate showing errors on CircleCI but not in development

I am testing a new configuration of packwerk on a project. When I added bin/packs validate to the steps run by CircleCI, I am often finding it is showing errors that are not reported running the command locally. Any insights why that might be? Anything I can do locally to reproduce what it runs on CI?

I solved this by enabling eager_load in development.
