What was the end-user or developer problem that led to this PR?
I happen to be needing to install some OS packages to upgrade to Pysch 5 in #6108. And I was wondering whether these come installed by default in more recent versions.
What is your fix for the problem, implemented in this PR?
Upgrade Ubuntu, since we'll need to do that at some point anyways.
