Motivation

Test if RSEs are properly configured for upload/download of files using the rucio client (e.g. for stageout/stagein with the rucio sitemover in the pilot)

Modification

Add new nagios probe

Expected behavior

Loops over all protocols supported by target RSE

Uses rucio client to upload and download a test file for each protocol

Produces a report file in the format:

RSE, action, protocol, result, timestamp
