Motivation

The creation of INCOMPLETE messages for datasets whose first file was deleted does not seem to work. This is related to the development done in #69
There are no INCOMPLETE messages in the message_history to be found.

Expected behavior

Generation of INCOMPLETE messages once the first file of a dataset is permanently deleted.
