Overview of the Issue

When the atlantis module working directory is ./ the urls for the log streaming UI doesn't work because browsers will strip the ./ from the url.

Reproduction Steps

Configure a repo with the atlantis.yml configured for the . directory.

  - dir: "."

When you run a plan or apply the URL for the log tailing in github will not load at least in firefox.

The generated URL looks like this once the browser loads it

http://atlantis1.usw2-hub1.nidops.net:4141/jobs/org/repo/95/dev

because the folder is .
