Describe the user story

Atlantis has a lot of users but very few maintainers.

Things I've noticed

• Most PRs come from the community and we are all thankful for that.
• Recently gitlab was broken (this was recently fixed)
• Most updates focus on github
• There are very few early adopters
• There are very few PR reviewers
• Atlantis has a tendency to release slowly due to the above
• The regressions are increasing
• helm chart needs help

• maintainer teams per VCS
  • runatlantis/vcs-github
  • runatlantis/vcs-azuredevops
  • runatlantis/vcs-gitlab
  • runatlantis/vcs-bitbucket
  • runatlantis/vcs-etc
• documentation team such as runatlantis/docs
• documented teams in readme
• documented list of early adopters per VCS

Once the Gitea client is in, I'd be willing to be one of the maintainers for that. I.e. runatlantis/vcs-gitea

When I have time, I'd also be willing to work on the main codebase where needed.
