Issue type: Bug report

My Rundeck detail

  • Rundeck version: 2.7.x?
  • project config storage: filesystem

Expected Behavior

project-specific ACLs (added via api/rd projects acls) should work

Actual Behavior

the acls are added but do not get loaded properly

How to reproduce Behavior

  • use default filesystem config storage for projects
  • add aclpolicy files via api/rd projects acls
