Make UIPluginService ui plugin cache more efficient. Add a plugin cache heater that actvates on bootstrap.
Register for events to get plugin dir updates properly.

Speed up Rundeck by making filesystem plugin access faster. Added a plugin cache preloader. Also adjusted some places in the UIPluginService to enhance caching.
