Updates the data_layout.md documentation for `runm-metadata`'s key namespace layout in `etcd`. Getting happier with the consistent way that objects and sub-key namespaces are referred to and linked.
Ensures that, on start of the runm-metadata service, that we ensure the root key namespace is created in the etcd data store.

Adds lots of documentation about the etcd key layout for the
runm-metadataservice and adds code to the metadata package's New() function to bootstrap the etcd layout with a root key namespace.
