[Feature/Idea]: Add Mechanism that When Komac Cannot Create PR Due to User's Network

User's network env is quite complex. We will never know when the network would be disconnected.
When user meet such situation, Komac cannot create PR successfully due to network has disconnected and it throws error directly although manifests have already generated. It doesn't like Winget-Creator would always save the manifests to a folder that although it cannot create PR, we still could submit manually files it has saved.

Viable Way

I'd like Komac add mechanism that when it cannot create PR, it would show an option that let user choose whether it saves manifests to this machine
