Support Pingdom 2.1 API
The build step using `go install` didin't work on linux or macOS when I tested. Instead I had to use `go get` to get a working binary. Installation instructions have now changed for terraform and they recommend putting the third party plugin into the users' home terraform plugin path. Using a symlink will allow updates to be easily applied.
