vendor: Don't allow multiple values for --sync #10448

The --sync argument to cargo vendor currently takes a list, which makes it easy for it to eat the final path argument:

cargo vendor --manifest-path foo/Cargo.toml -s bar/Cargo.toml ./test_vendor/
error: failed to read ./test_vendor/

Caused by:
  No such file or directory (os error 2)

Per discussion on #10441, this behavior is undesirable and hopefully used infrequently enough that we can change the UI for it. This patch will now only allow one value per --sync argument.

I didn't regenerate other doc files as it's not clear to me how/when that should be done.

I realize that this is technically a breaking change but personally I'd be hopeful that we could get away with this. Any CLI argument that takes a value can't set .multiple_values(true) because that's ambiguous with not only other flags but also arguments to the command itself. In that sense this, to me at least, is clearly a bug fix, and anyone relying on the previous behavior can switch to multiple occurrences of the --sync flag

I didn't regenerate other doc files as it's not clear to me how/when that should be done.

Here is how to generate docs. In short, when you are editing man-like file (located under src/doc/man/), you need to run the script build-man.sh in src/doc to rebuild man pages.

Just encountered this when updating the rust-lang/rust bootstrap compiler (which included a newer cargo) in rust-lang/rust#95678:

  failed to create directory `/checkout/compiler/rustc_codegen_cranelift/Cargo.toml`

  File exists (os error 17)

The positive thing is that all arguments passed to the old --sync were supposed to be files, so the newer code rejects them with an error rather than misbehaving. Still, the error message is rather unfortunate, and the fact rustc hit it makes it likely other codebases will be affected as well.
