Data missing from pgosm.road table

What did you do exactly?

Ran typical import.

What did you expect to happen?

I expected data to be loaded to pgosm.roads table. This is used by geofaker data processing. Having this data missing causes no data to be generated in that project.

What did happen instead?

No data.

What did you do to try analyzing the problem?

I missed completing changes in #328, specifically did not move the data loading code out of the run_sqitch_prep() function.
