Implement external LED control, add support for non-default company_id filtering

Applies configuration commands from UART.

Program the firmware with

nrfjprog --eraseall
nrfjprog --program ruuvigw_nrf_armgcc_ruuvigw_release_v0.4.0_full.hex
nrfjprog --reset

GW A1 preview firmware

A firmware which continuously scans for BLE advertisements and relays them via UART.

Does not accept configuration commands from UART, BLE Long range scanning might be not functional.

Program the firmware with

nrfjprog --eraseall
nrfjprog --program ruuvigw_nrf_armgcc_ruuvigw_release_v0.3.0_full.hex
nrfjprog --reset

Be sure to power cycle the board after programming to deactivate the debug interface.
