mod.FCbawt (a multi.tcl next generation modules)

Help Menu Added (ghelp = global help, lhelp = Channel Help, uhelp = ALL user avail command)

Adding Flags +/-vonjoin (when enable user will be auto voiced when joinning channel.

Adding Flagz +/-ip ($shortcut ip ipv4) - return basic info about ip

Thanks to outsider for the TCL work he did, after many years we stille working on his work.
