Kubernetes itself does not throttle containers directly, it relies on the underlying Linux kernel mechanisms to enforce CPU limits (cgroup). Application developers should be mindful of CPU limits and design their applications to handle resource constraints gracefully, utilizing mechanisms like liveness probes to maintain container health and performance.
