Safex Account Registration Testnet 0.0.1

This release is a related to testing the account creation feature.

As part of account creation you need safex tokens that get locked in and generate the account you chose.

Below is attached a step by step of how the account registration works.

you must run the safexd and the safex-wallet-cli with --testnet flag enabled
