Debugging user session activation problems can be more difficult than it needs to be if usb-moded does not allow developer mode to be selected when user session is stuck in online state. Treat user change as completed already when session at seat0 becomes online - and thus allow user specific mode selection to occur. Signed-off-by: Simo Piiroinen <simo.piiroinen@jolla.com>
