[Draft] Vision for local development tooling

This is a draft document that will contain a RFC for evolution fo saleor-platform and general approach to local development setup.

Questions to be answered to:

• Who is using saleor-platform (technology profile, like frontend developer or rather backend developer)
• What is a goal of using saleor-platform - e.g. play around, develop locally, prepare deployment
• ...?

Resources to be considered

• Using official Core docker images
• RFC by @zaiste using Nix
• Add devcontainer config for backend work #30

Some ideas to refine

• Separate docker-compose for core only (less dependencies, more stable).
• Approach to deployment on-premise
• Can we ensure we can develop saleor Core in container, without dependencies installed on local machine (precommits case)
• Adding more commands, like clean up volumes
