What does this PR do?

Adds the ability to reboot, start, or stop a VM on DigitalOcean. All salt-cloud drivers, if the underlying API supports it, should contain the start/stop/reboot actions.

What issues does this PR fix or reference?

Fixes #31639

Previous Behavior

Reboot, start, and stop actions were missing.

New Behavior

salt-cloud -a reboot/start/stop vm_name now work.
