What does this PR do?

Adds a module function that enables an ESXi host to join a Distributed Virtual Switch and migrate its network adapters.

Tests written?

No

This looks like feature work and should be in the develop branch instead of 2016.3.

@cachedout This was a committed feature for Adobe back in February, but I didn't get the help I needed from VMware until Monday of this week.
