Looked into this one, issue is not with the docker pipeline. The problem lies with the odk setup itself. There are a few minor fixes, I have raised a PR there (samagra-comms/odk#6), once merged, this will be resolved. Also, the default password somehow still aggregate itself. I checked the codebase but the password env variable isn't being used anywhere, and since odk-aggregate was discontinued after odk-central, there aren't much docs explaining this. The password would have to be reset (if necessary), the username can be controlled via env variables.
