In some situations we need to know a year is leap or not only by Year.
PersianDate.IsLeap(Year)

Can you provide that?

Add two new static method in version 0.2:

PersianDate.isGrgLeap(int GrgYear)
PersianDate.isJalaliLeap(int ShYear)
