As specified for the Attachment data type, relative references in Attachment.url should be interpreted the same way as resource references.

On top of that, in the Transaction Processing Rules, the following is specified:

Servers SHALL replace all matching links in the bundle, whether they are found in the resource ids, resource references, elements of type uri, url, oid, uuid, and <a href="" & <img src="" in the narrative.

So in fact this rule is in place for all values of type uri, url, ...

This issue is about resolving temporary UUID URN's in transaction bundles in at least Attachment.url like all other references.

Resolving this issue will also resolve #803. A discussion regarding this topic can be found in the FHIR Chat under DocumentReference and Binary.
