We are about to make this less specific to the `noqa` kind of comment so we can use it for `fixit`, too.
This will allow us to add `lint-fixme` comments for `fixit`.
This will allow us to use these functions to add `lint-fixme` comments for `fixit`.
This is necessary as a workaround to a bug in fixit (Instagram/Fixit#405).
