Initial incorporation of RB into pyGSTi proper, under "extras".

Creates a new "extras" sub-package and places Randomized
Benchmarking code as a sub-sub-package "extras/rb".  Importing
doesn't work yet, as this commit moves the routines more or less
verbatim from how they were initially implemented but divides them
into several files.  A work in progress.
