This was encountered after commit 69bf1bf and can be viewed on https://travis-ci.org/sandialabs/slycat/builds/80664045

trying to see if this change causes travis ci to pass all tests

It looks like this commit causes travis ci to pass all tests again, see the build at https://travis-ci.org/sandialabs/slycat/builds/81813367.

The real question is what caused it FAIL in the first place. Maybe there was a library update to the build that travis does before running our tests that was upgraded to use the vp9 codec for video compression?

In the build script there is a

sudo apt-get update -qq
