manifester requires setting not available in example settings #22

In order for the manifester to work it requires two settings as default values which are not present (in the top level) example settings file

I could workaround this issue by just adding some dummy values to the top level:

url:
  token_request: dummy
  allocations: dummy

Are these values required or can the default be removed since these values are set by the manifest_category
