Rename Licenses to LICENSES for REUSE compliance

REUSE specification requrires that the license files are stored in a LICENSES directory. Additionally, the file names have to exactly match the declared names plus a .txt suffix. https://reuse.software/spec/#license-files Signed-off-by: Mark Jonas <toertel@gmail.com>
