Release to sonatype from CI

However, the WIP in this branch runs into #185 . We should probably just update to a newer sbt.

It looks like I don't have the rights to add the required entries to the github secrets.

Could someone do that, or give me the rights to do that?

OK, I created the relevant secrets and added them to sonatype. I think I already have the permissions to publish to com.typesafe, so let's give this a try.
