I would like to be able to configure the stagingDirectory (for downloading source dependencies) independently of the globalBaseDirectory. Ideally, I'd like to put the stagingDirectory for a particular project in that project's folder, in order to have repeatable clean builds (or repeatable builds from a fresh checkout), while still allowing people to have personal sbt plugins.
