New scroll example and reduced compile time for lib using dev-depende…

* Added scroll example and updated readme, changed to dev-dependencies to prevent extra compile time for lib

* Made dev-dependencies os-specific

* Update Cargo.toml

* Fixed typo [skip ci]

* Updated readme [skip ci]
