So if that conn string in local.settings.json is somewhat invalid, you cannot attach to a Task Hub in that Storage account.

Conn strings that come from Azure Account should be more trusted.

Fixed in v4.2. Didn't fix it entirely, but made this situation more visible. The Storage account tree item that came from your local.settings.json file now has a relevant hint over itself.
