docs: Update release checklist

Description

Resolves #2032.

Update the maintainer release checklist to reflect the current release workflow.

Add selection of the branch for pushing the tag back to the developer docs.

Checklist Before Requesting Reviewer

• Tests are passing
• "WIP" removed from the title of the pull request
• Selected an Assignee for the PR to be responsible for the log summary

Before Merging

For the PR Assignees:

• Summarize commit messages into a comprehensive review of the PR

* Update the maintainer release checklist to reflect the current release
  workflow.
   - Add 'After Release Tag Pushed To GitHub' section.
   - Add checks for the container images being published to multiple
     container image registries.
   - Add additional example Software Process and Infrastructure JIRA
     tickets.
* Add selection of the branch for pushing the tag back to the developer
  docs.
