REL: prep for SciPy 1.8.1

Prepare for SciPy 1.8.1. Between PROPACK being default off due to issues (mostly, but perhaps not exclusively, on Windows) and a new attempt to deploy release docs with the new theme and a custom-modified .htaccess file on the docs server, pretty unlikely we'll avoid additional release in this series.

The last series that had only one point release was 1.4, so even with a smoother rc phase, I wouldn't have counted on that. ;-)

Ok, I cleared the due date on the 1.8.1 milestone.

CI failures:

• 32-bit Linux--we've seen stochastic failures in stats with RuntimeWarning: invalid value encountered in ? (vectorized) a few times now..
• asv version 0.5 was released yesterday, so that's the refguide job failure

I don't mind a target date, I just meant one that's not in the past already. ;-)
