DOC: Update requirements in release notes #9874

As mentioned in #9784, the lowest NumPy supported in 1.3.0 will be 1.13.3. I remember a discussion about this, but I'm not sure where (@rgommers?). I'd like to get rid of some annoying rfft-threadsafe code in signal that relies on NumPy >= 1.9, so figured I'd submit this doc update request just to make sure.
