[Backend] Created access decorators for all user types

Description

Created access decorators for each user type - Admin, Management, Extractor
If you add this decorator (e.g mangement_only decorator) on a route, then that route will only be accessible to management.

Fixes #136

• New feature (non-breaking change which adds functionality)

How Has This Been Tested?

Add the necessary decorator to a route, now it can only be accessed by that user type.
