This is still not fixed, at least on manjaro linux.

Hi @spliffli,

This is a different error and appears to be related to your local environment. This might help: pypa/packaging-problems#573 (comment). You're also welcome to try python3 --version. I just tested with a fresh 3.10 installation and everything still seems to work but it's possible that in some very old versions of Python you get this error.
